A 2011 vehicle will almost certainly have multiple CAN buses, as will be the case with Volvo.
Drivetrain/Comfort/Infotainment or Body/Exterior.
This means there is a gateway, and only specific messages are mirrored between the buses. Whether "normal" (i.e., not diagnostic-related) messages are also visible at the OBD2 connector varies from car manufacturer to car manufacturer.

The statement made by the diesel car driver is absolutely correct. However, there's another possibility. And for that, a Volvo or multi-brand diagnostic tool is required. This allows you to perform actuator tests for the central locking system and record the communication. Afterwards, it can be reproduced using your own tools via the OBD-2 port.

In the case of Volvo, this is not entirely accurate: Volvo directly connects the connectors 4/11 (Comfort-CAN) and 6/14 (Engine-CAN) to the CAN buses. There is no "gateway" that filters or routes data. The CEM (Central Electronic Module) is simply integrated into the CAN buses and can therefore also be accessed.
