You need to access the binary system for ID 0x220, frame[0].
[0]...[7]
00000000 Turn on the light.
00000010 Turn on the light.
00000100 Turn signal, left.
00001000 Right turn signal.

Parking brake engaged, etc. They're stuck inside as well, just as Alex suspected.
The binary codes mentioned above are intended only to illustrate the respective binary numbers; for example, 01011111 could represent "light on," and so on.
