Of course it's blinking; you're sending a signal, and presumably the steering column is also sending a signal.
To manipulate the system, you need to disconnect the CAN bus and route it using two CAN controllers.
Extract, read, modify, and then send the ID from the route.
It takes more than that to implement this.
