W211: Customize Instrument Cluster Menu Options

Is it possible to create a custom menu or submenu in the instrument cluster of a W211 E-Class using CAN? It should be possible to generate this menu with a CAN controller without modifying the EEPROM of the instrument cluster, and navigation through the menu should be possible via steering wheel buttons. This is because some aftermarket parts manufacturers already offer menu options within the instrument cluster that were not created by Mercedes-Benz or the instrument cluster manufacturer.

My assumption is that each menu and submenu would have an ID, which would make it relatively simple to add more menus and populate them with text/data. I hope I'm on the right track.
